That is why a contractor who knows this trade goes up there first, even when the complaint is about a bedroom on the main floor. What they are looking for is coverage: how deep it is, whether it is even, whether it has settled over the years, and whether anyone has walked through it, stacked boxes on it, or pulled it back to run wiring and never put it right.
In older Wasatch Front homes the picture is usually the same. Insulation is thin at the outer edges where the roof meets the walls, uneven through the middle, and missing entirely around the hatch, the can lights, and the bathroom fans. None of that is unusual, and none of it means the house was built badly. It means decades have passed and people have been up there. A contractor's first job is to tell you what is actually there before anyone starts talking about what to add.
Insulation slows heat transfer. That is the whole of what it does. It will not fix ductwork leaking into a crawl space, a system that was undersized for the house, a window that lets air past its frame, or a return that cannot pull enough air out of a far bedroom. Add insulation on top of one of those and you get a house that is slightly better and a problem that is still there, except now it is buried under new material and harder to reach. Knowing which one you have is worth more than knowing what insulation costs.
This matters because a room that is always uncomfortable usually has more than one cause. An uninsulated knee wall and a duct run that is too long can both be true in the same room. The point of a walkthrough is to sort out which share of the problem is insulation and which is not, so you are not paying an insulation contractor to fix something a heating and cooling company should be looking at. We would rather tell you that before you buy anything than hand you an attic job that leaves you disappointed.

A real inspection means getting into the attic or under the floor, not quoting from the driveway. You should get back a list of locations, not a recommendation to add more.
Sometimes the problem is duct leakage, airflow, or a window, and insulation will not fix it. You should hear that plainly rather than be sold a job.

Sometimes, and often only partly. Rooms over garages, rooms behind knee walls, and rooms at the end of a long duct run are the usual suspects, and those three causes get confused with each other constantly. A contractor should look at the insulation in that assembly and also ask how air is getting to the room. If nobody checks both, you are guessing with money.

Laying new insulation over unsealed openings means the new material never performs the way it should, and getting back to those openings later means moving everything you just paid for. Ask any contractor to quote the sealing separately so you can see it.
You do not have to know. What you can look for is uneven depth, material that has flattened over time, bare spots out near the edges of the attic, and insulation shoved aside around wiring or fans. Take photos from the hatch if you can do it safely, and do not walk out onto the ceiling framing. A contractor can tell you what those photos mean.
Incentives for insulation and air sealing do exist at times, and the details change from year to year. We do not quote them, because a number published today could be wrong by the time you read it. Ask your utility directly, and ask the contractor bidding your job, since contractors doing this work regularly tend to know what is currently available.
